While Orlopp emphasized the necessity of maintaining the bank’s systemic importance to the German economy, she admitted that progress is impossible without a formal exchange.

UniCredit CEO Andrea Orcel has sought to bypass management by appealing directly to Berlin and labor representatives, complicating the power dynamics of the deal. With the German government still holding a 12% stake from its post-2008 bailout, the political stakes remain high.
