Democrats Propose Tax Hike on Wealthy to Save Social Security

Two Democratic lawmakers have unveiled legislation aimed at shoring up the long-term solvency of Social Security and Medicare by demanding higher contributions from high-income earners. The move follows warnings that current trust funds face exhaustion within the next decade without significant revenue reforms.

Senator Sheldon Whitehouse and Representative Brendan Boyle introduced the Medicare and Social Security Fair Share Act this week, targeting those earning more than $400,000 annually. Current federal law caps Social Security taxes at just over $176,000 in earnings, a threshold the bill seeks to lift to ensure the wealthy pay the same rate on income above that level. The proposal also includes a 1.2% increase in the Medicare tax rate for high earners and closes loopholes that allow private equity and hedge fund owners to bypass typical tax obligations.

Actuaries from the Social Security Administration and the Centers for Medicare and Medicaid Services estimate that these changes would secure the programs for at least 75 years. Without intervention, trust funds for Social Security and Medicare are projected to run dry by 2033 and 2036, respectively. The sponsors argue the legislation is a necessary defense against Republican efforts to privatize parts of the system or reduce benefits to fund tax cuts for the ultra-wealthy, framing the bill as a protection of bedrock retirement promises.
