Italy fines e-scooter operators €2.7 million for Rome contract failures

Italy’s competition authority has penalized micromobility operators Bird, Dott, and Lime a combined €2.7 million for obstructing public transport perks in Rome. The regulator determined that the companies failed to honor commitments made during the 2023-2026 service contract bidding process, effectively denying riders access to promised free ride packages.

The investigation revealed that the three firms maintained inadequate digital systems for processing user requests, leading to significant delays in pass activation. These technical hurdles effectively curtailed the window of time annual public transport pass holders could use their entitled benefits. Among the sanctioned entities, Uber-backed Lime faces the steepest penalty at €1.4 million, followed by Bird at €750,000 and Dott at €525,000.

Beyond the issues regarding transport passes, the regulator singled out Bird for an additional practice of deactivating user accounts without warning or justification. These actions directly contravened the service agreements established when the companies secured their operating rights in the capital. None of the three operators provided an immediate response to requests for comment regarding the authority's findings.
