Under California's top-two primary system, Villegas moved forward after capturing 31.2% of the vote, trailing GOP incumbent David Valadao, who held 41.9%. The campaign saw a sharp divide within Democratic ranks, as the Democratic Congressional Campaign Committee threw its weight behind state Assembly member Jasmeet Bains. Despite the party arm spending $135,000 on her behalf, Bains finished with 27% of the vote, effectively ending her bid.

Villegas, a Central Valley community college instructor and auto repair shop owner, ran on a platform centered on economic populism and healthcare expansion. His victory was bolstered by a coalition of progressive heavyweights, including Senator Bernie Sanders and Representative Alexandria Ocasio-Cortez, alongside groups like the Working Families Party. Supporters framed the win as a rejection of corporate-backed influence in local politics. With his primary victory confirmed, Villegas now pivots to the November general election, positioning himself as a grassroots alternative to Valadao, whom he characterizes as a consistent opponent of the region's working families.
