EU Refugee Population Hits 4.4 Million as Protection Rules Shift

Europe is currently sheltering 4.41 million Ukrainian refugees, according to new Eurostat data, even as Brussels moves to restrict legal residency for military-aged men. While the temporary protection scheme remains in place, the bloc intends to begin rejecting asylum applications from those eligible for conscription starting in March 2027.

The influx of displaced persons continues, with 24,380 additional Ukrainians seeking temporary protection in June alone. This steady growth pushed the total number of recipients to nearly triple the 1.57 million Ukrainians residing in the bloc before the 2022 invasion. Previously, Ukrainians ranked as the third-largest group of non-EU citizens, trailing behind Moroccans and Turks.

Brussels extended the temporary protection mandate through 2028 this past July, but the policy now includes a strategic pivot toward Kyiv's domestic military needs. By phasing out universal protection for draft-eligible individuals, the EU signals a departure from the open-ended support model established at the onset of the conflict. Authorities expect the total refugee count to remain elevated despite these looming eligibility hurdles.
