Justice Minister Beat Jans warned that the proposal threatens both legal and economic stability by introducing rigid barriers to international cooperation. The initiative seeks to mandate approval from a majority of Switzerland’s 26 cantons for major state treaties, a move the government argues would paralyze the legislative process. Beyond the voting thresholds, the group behind the initiative specifically targets the 'dynamic alignment' clause of the EU deal, which requires Switzerland to adapt its domestic laws to evolving European standards.

The Federal Council maintains that the initiative’s language is dangerously vague, creating a framework of uncertainty that could destabilize the nation's democratic system. While the EU-Swiss agreement remains under parliamentary review, it faces a likely public vote by 2027. By advising parliament to reject the initiative, the government is attempting to preserve the current path toward deeper integration before the proponents can force a nationwide referendum.
