While clinics continue to dispense antiretroviral medication, the essential work of testing in markets and remote villages has effectively ceased. Mwelwa Phiri of the Antwerp Institute of Tropical Medicine notes that the loss of outreach teams forces vulnerable individuals to choose between their livelihoods and accessing care. Without the ability to bring testing services directly to densely populated neighborhoods, the reach of public health interventions has contracted significantly.

The repercussions extend far beyond sub-Saharan Africa. Surveillance data indicates a 12 percent rise in HIV diagnoses across Europe during 2024, highlighting that prevention remains a global challenge. Experts at amfAR warn that the disruption of the PEPFAR infrastructure has compromised the very services that previously transformed the global fight against the virus. By dismantling the frontline network, the current funding crisis risks undoing decades of progress in curbing transmission rates and ensuring that those living with the virus remain diagnosed and treated.
