The Irish presidency has circulated a working document intended to bridge the chasm between two entrenched camps. On one side, the so-called frugal bloc—led by Germany, the Netherlands, and Nordic nations—demands a significant reduction from the €1.73 trillion figure proposed by the previous Cypriot presidency. These countries argue for a leaner financial framework, citing their status as net contributors to the union.
Conversely, the 'friends of cohesion' group, including Italy and Spain, remains focused on safeguarding farm subsidies and development funding for poorer regions. The current negotiations seek to balance these competing interests while maintaining a budget that exceeds the current cycle, despite falling short of the original European Commission proposal. The outcome of these discussions will dictate the bloc's financial trajectory for the coming seven years.
