While the agreement references the previous UAE Consensus to transition away from fossil fuels, it stops short of setting new obligations. Efforts to secure binding commitments on deforestation also stalled, with the final document merely restating a 2030 pledge without introducing additional enforcement mechanisms. Financial pledges, including a commitment to triple adaptation funds to $120 billion, were met with skepticism, as the target date of 2035 is seen as too distant for vulnerable nations.

Corporate Influence and Alternative Paths

The negotiations were overshadowed by the presence of 1,602 fossil fuel industry lobbyists, a record turnout that surpassed the total delegations of 62 individual nations. This unprecedented corporate presence fueled accusations that industry interests, alongside a bloc of oil-producing states including Saudi Arabia, India, and Russia, successfully blocked meaningful progress. In response to the deadlock, a coalition of countries and activists is shifting focus toward alternative forums. Colombia and the Netherlands are set to co-host an international conference in April 2026 to pursue a formal treaty for phasing out fossil fuels, operating independently of the UN process. While the Belém agreement did secure the Belém Action Mechanism—a framework aimed at protecting Indigenous and worker rights—the broader failure to address the root causes of the climate crisis has left many participants determined to pivot toward direct action outside the official diplomatic walls.
