This quiet authorization, discovered on an obscure official website, directly challenges the recent public rebuke delivered by European Commission president Ursula von der Leyen.

The expansion of the E1 site is widely viewed as a strategic maneuver to fragment the West Bank and render a future two-state solution geographically impossible. According to the Israeli rights group Ir Amim, the project was quietly advanced on September 6 to establish an irreversible reality on the ground ahead of the October 27 elections. This development surfaced on the same day von der Leyen characterized the original plan as unacceptable during her State of the Union address in Strasbourg.

Despite the harsh rhetoric from Brussels, the European Union remains divided on implementing concrete sanctions, such as a ban on imports from illegal settlements. Critics, including Human Rights Watch representative Claudio Francavilla, have dismissed the commission president’s condemnation as performative, noting that her office has failed to table any punitive proposals. While von der Leyen maintains a staunchly pro-Israel stance, the lack of legislative action has invited criticism from leftwing MEPs who argue that decades of verbal concern have failed to curb settlement growth or systemic violence in the region.
