ProPublica Report Links Senator Susan Collins to Pay-to-Play Scheme

The investigation details a yearslong relationship between Collins and Martin Kao, the former CEO of Navatek. Internal emails and legal records show that Kao’s firm secured tens of millions in funding after making significant donations to a pro-Collins super PAC. In one instance, a $150,000 contribution was funneled through a shell entity ironically named the Society of Young Women Scientist and Engineers. Kao, who later pleaded guilty to illegal campaign contributions, claimed he provided the FBI with a 50-page document naming multiple lawmakers and staffers involved in the exchange of cash for contracts.

Evidence suggests that Collins’ office frequently steered government funds toward Navatek, often timing these moves closely with campaign donation receipts. In a 2019 private meeting, Kao alleged that Collins told him, "You’ve seen me deliver," referring to her efforts to secure federal budget allocations for his company. While a spokesperson for the senator dismissed the claims as outlandish and maintained that the campaign returned the illegal contributions, reporters note that the federal probe into the matter was abruptly shuttered following the start of Donald Trump’s second term.
