While planners intend to protect the Global Gateway program and specific funding for Ukraine from the axe, the proposed scale of the cuts has sparked immediate backlash from legislative leaders. Barry Andrews, chair of the European Parliament’s development committee, condemned the potential reduction as a betrayal of core European values, warning that such retrenchment mimics the damaging ideology behind recent USAID funding slashes.

This fiscal tightening arrives as aid spending experiences a sharp, simultaneous decline across the continent. Preliminary figures for 2025 reveal that official development assistance from EU institutions plummeted by 13.8 percent—the largest drop in ten years—while contributions from the 27 member states fell by 9.9 percent. With governments increasingly viewing international aid as an easy target for domestic budget balancing, the debate highlights a deepening tension between the bloc’s stated foreign policy ambitions and the growing desire for internal austerity.
