Employment agencies frequently exploit Polish tax exemptions for workers under 26, enrolling unsuspecting foreigners as students to avoid mandatory health insurance and social contributions. While employers save on labor costs, the scheme has cost the Polish social security system nearly six million zloty. Prosecutors recently detained Dariusz M., a school head in Sieradz, on charges of leading an organized group that allegedly issued 2,500 falsified study certificates.
The fraud often leaves migrants vulnerable to sudden job loss and deportation once authorities uncover the illicit paperwork. In some instances, agencies bypass schools entirely by forging documents; the Cosinus network reported discovering 62 forgeries using their name, including altered logos and signatures. Beyond labor exploitation, border guards are currently investigating three private universities suspected of selling fraudulent enrollment certificates to help foreign nationals secure Schengen visas and residency permits. These operations have further alarmed officials due to emerging links between the involved figures and pro-Russian organizations.
