Moldova Leads EU Accession Race Amid Russian Hybrid Warfare

The European Commission has officially designated Moldova as the top performer among EU-aspirant nations, citing its robust determination to implement internal reforms despite a relentless campaign of Russian sabotage. While Albania, Montenegro, and Ukraine remain on track, Chișinău is being held up as a model for resilience against foreign interference.

Moldova Leads EU Accession Race Amid Russian Hybrid Warfare

Enlargement commissioner Marta Kos confirmed that Albania, Moldova, and Montenegro are currently positioned for potential accession by 2030. This progress persists despite Chișinău facing a wave of hybrid threats, including airspace violations by drones, state-sponsored cyberattacks, and the widespread bribery of voters during the 2024 presidential elections. According to EU foreign affairs chief Kaja Kallas, Moldova’s active collaboration with member states to mitigate these threats has already served to refine the European Union’s broader security toolbox.

The path forward remains complex, however. Just this week, hackers successfully breached government databases, an incident Prime Minister Vasile Tofan attributes to state-backed actors. Furthermore, the long-standing Russian military presence in the Transnistria region complicates the geopolitical landscape, though the Commission maintains this will not serve as a formal barrier to entry. While Ukraine aims for an even more aggressive 2028 timeline, officials warn that integrating its massive agricultural sector remains a significant hurdle. Meanwhile, the broader enlargement process faces deep-seated challenges elsewhere, with negotiations for Georgia, Serbia, and Turkey effectively stalled due to democratic backsliding and internal political divisions.
